This is a graph with borders and nodes. Maybe there is an Imagemap used so the nodes may be linking to some Pages.

Cognitive Atlas is collaborative knowledge building project to develop a database with definition of cognitive concepts.

An OWL file is available from BioPortal. As of summer 2012 the lastest version is 0.3:

The OWL defines URIs such as "http://www.cognitiveatlas.org/ontology/cogat.owl#CAO_01491" which may be associated with an identifier such as "cnt_4dfa838286e12".

These identifiers can be used to construct links to the Cognitive Atlas ontology.
